VIENNA (AP) ? U.N. nuclear inspectors recently counted nearly 200 advanced machines fully or partially installed at Iran's main uranium enrichment site, the International Atomic Energy Agency reported Thursday, confirming diplomats' accounts that Tehran has begun a major upgrade of a program that can be used to make atomic arms.

Iran denies it wants such weapons and says it is enriching only to make reactor fuel and for scientific and medical purposes under international law specifically allowing such activities.

But because it hid its enrichment program ? and other nuclear activities ? for decades, many countries fear that Tehran ultimately wants to enrich to weapons-grade level, suitable for arming nuclear warheads. U.N sanctions and Security Council demands for a halt in enrichment have been ineffective, with Iran instead expanding the activity.

The IAEA also has failed to re-launch an investigation into allegations that Iran worked secretly on components of a nuclear weapons program.

Noting a years-long lack of progress, the report said that without Iranian "engagement," the IAEA will be unable to resolve concerns "which need to be clarified to exclude the existence of possible military dimensions to Iran's nuclear program."

Iran announced in January that it planned to upgrade its Natanz enrichment facility, then said earlier this month that it had started doing so. On Wednesday, diplomats told The Associated Press that upward of 100 enriching centrifuges had already been installed.

However, the IAEA report, circulated Thursday to the 35-nation agency board, was the first independent and on-record confirmation that the work had begun and was advancing. The confidential IAEA report, which was leaked to news media, said IAEA inspectors saw 180 of the high-tech IR-2m centrifuges fully or partially mounted at Natanz during a Feb. 6 inspection tour.

The advance is significant both in terms of technology and timing. The IR-2ms can enrich three to five times faster than the outmoded machines now being used at Natanz. For nations fearing that Iran may want to make nuclear arms that would mean a quicker way of getting there, should Tehran actually break out of the present peaceful enrichment program it has shown the IAEA and openly work on a weapon.

The start of the upgrade is also of concern to six world powers preparing to resume talks with Iran about its nuclear program on Tuesday in Kazakhstan. They want Tehran to cut back on enrichment ? but the installation of new machines instead sends the signal that the Islamic Republic has no intention of doing so.

Israel ? which sees Iran's nuclear program as an existential threat that must be stopped by all means, including a military strike ? was quick to condemn the Iranian advance.

The report's findings "prove that Iran continues to advance quickly to the red line" that Israel considers intolerable, said a statement from Prime Minister Benjamin Netanyahu's office, adding: "Iran is closer than ever to achieve enrichment for a nuclear bomb."

The "red line" also was a term Netanyahu used to the U.N. General Assembly. There, he said the world has until next summer at the latest to stop Iran before it can build a nuclear bomb.

U.S. State Department spokeswoman Victoria Nuland called the centrifuge upgrade "yet another provocative step" that the six powers ? the United States, Russia, China, Britain, France and Germany ? will focus on at their upcoming talks.

"It's very hard for the international community to understand what Iran is doing, when it claims that all of this is peaceful," she told reporters.

Both she and the British Foreign Office suggested that the centrifuge installations would additionally burden already difficult nuclear negotiations with Tehran, which have led to lack of substantial progress in previous rounds. While the U.S. and its Western allies want a rollback of enrichment before any easing of sanctions crippling Iran's oil sales and financial transactions, Tehran has refused to even consider making a move before some sanctions are removed.

Nuland said the move on the centrifuges "doesn't make it any easier to get where we want to go," while the Foreign Office, in a separate statement, said the timing "concerns and disappoints us."

It was unclear, however, how quickly Iran would proceed with the centrifuge upgrade. It hinted last month that it planned to install more than 3,000 of the new machines, and former IAEA Deputy Director General Olli Heinonen has told the AP that Tehran could do that within nine months, assuming it has the components to make them.

But a senior diplomat who is familiar with the report said the agency could not tell whether Iran did in fact possess enough centrifuges ? or the raw materials to make them ? to reach that goal any time soon. He said the next few months will be crucial to establishing how many machines will be installed and in what time frame. The diplomat demanded anonymity because he was not authorized to comment.

The IAEA report noted that other developments reflecting Iran's determination to expand enrichment. It said that Tehran had installed 2,255 of its mainstay IR-1 centrifuges since the last report on Nov. 16, bringing the total to 12,699 ? although not all were operating.

David Albright, whose Institute for Science and International Security is often consulted by the U.S. government on proliferation issues, said that at that pace "Iran is installing the IR-1 centrifuge at a faster-than expected rate."

The report also said the number of other advanced centrifuge models being tested at an R&D site at Natanz separate from its enrichment plant had substantially increased to more than 300 as of this month.

While moving to increase the potency of its enrichment program, however, Tehran also has recently resumed converting some of its higher-level enriched uranium at into reactor fuel plates after suspending the activity last year. That is likely to provide some reassurance to nations concerned about Iran's nuclear aims because the plates are difficult to reconvert back into weapons usable material.

About 700 of the old machines at Fordo ? a site separate from Natanz ? are churning out higher-enriched material that is still below ? but just a technical step away ? from weapons-grade uranium. Iran says it needs that higher-enriched level to fuel a research reactor.

With higher-enriched uranium their immediate concern, the six powers' main demand during the talks on Tuesday in Kazakhstan is suspension of enrichment at Fordo.

About 250 kilograms ? 550 pounds ? of that higher-enriched uranium is considered to be the standard amount needed to make 25 kilograms, or 55 pounds, of weapons grade uranium.

The IAEA report noted that ? with the amount converted subtracted from its present stockpile ? Iran now had close to 170 kilograms (375 pounds) of 20 percent enriched uranium. That's 15 kilograms (33 pounds) more than in November but still well below the amount needed for a weapon.

Conclave brings out cardinals' dirty laundry

VATICAN CITY (AP) ? Popular pressure is mounting in the U.S. and Italy to keep California Cardinal Roger Mahony away from the conclave to elect the next pope because of his role shielding sexually abusive priests, a movement targeting one of the most prominent of a handful of compromised cardinals scheduled to vote next month.

Amid the outcry, Mahony has made clear he is coming. And a Vatican historian said Wednesday that there is no precedent for a cardinal staying home because of personal scandal.

Conclaves always bring out the worst in cardinals' dirty laundry, with past sins and transgressions aired anew in the slow news days preceding the vote. This time is no different ? except that the revelations of Mahony's sins are so fresh, and ordinary Catholics seem to want to have a greater say in who is fit to choose their next pope.

This week, the influential Italian Catholic affairs magazine Famiglia Cristiana asked its readers if the Los Angeles-based cardinal Mahony should participate in the conclave given the revelations. "Your opinion: Mahony in the conclave: Yes or No?" reads the online survey of one of Italy's most-read magazines.

That followed a petition by a group in the United States, Catholics United, demanding that Mahony recuse himself from the papal conclave.

Mahony, however, has made clear he will vote. "Count-down to the Papal Conclave has begun. Your prayers needed that we elect the best Pope for today and tomorrow's Church," he tweeted earlier this week. He promised daily Twitter updates from the conclave.

Last month, a court in Los Angeles ordered the release of thousands of pages of confidential personnel files of more than 120 priests accused of sex abuse. The files show that Mahony and other top archdiocese officials maneuvered behind the scenes to shield accused priests and protect the church from a growing scandal while keeping parishioners in the dark.

Mahony was stripped of his duties last month by his successor at the largest Catholic diocese in the United States. But the administrative dressing-down by Archbishop Jose Gomez only affected Mahony's work in the archdiocese, not his role as a cardinal.

Historian Ambrogio Piazzoni, the vice prefect of the Vatican library, said there was no precedent for a cardinal staying away from a conclave because of personal scandal, though in the past some have been impeded either by illness or interference by governments.

Regardless, he said, any decision to stay away would have to be approved by the full College of Cardinals given that the main duty of a cardinal is to vote in a conclave.

"The thing that characterizes a cardinal is to be an elector of the pope," he told reporters.

911 call asking for cigarettes leads to arrest

GRANBURY, Texas (AP) ? A Texas woman wanted to make sheriff's deputies the butt of a joke, but she picked the wrong audience when she called 911 to have cigarettes delivered to her home.

Hood County sheriff's Lt. Kathy Jividen says the 48-year-old woman was "very intoxicated" when she requested the special delivery on Feb. 11.

Jividen says the caller instead received a visit from two deputies and was arrested. She was charged with a misdemeanor count of abuse of 911. She was later released from the Hood County jail on a $1,000 bond.

The woman lives in Granbury, about 65 miles southwest of Dallas.

Jividen says the woman thought it would be amusing to call 911 to place her order.

Canada hit by hackers believed backed by secretive Chinese government unit

Canada is among the countries that has been targeted by a sophisticated hacking group believed to be backed by a secretive unit of the Chinese government, according to a report released Tuesday by an American computer security firm.

The report by Mandiant identified the hackers, known collectively as APT1, as ?one of the most prolific cyber-espionage groups? and suggested they were supported by Shanghai-based Unit 61398 of the People?s Liberation Army.

The hackers have waged attacks on an array of industries, mostly in the United States, but also in Britain and Canada, including an attack last September on Calgary-based Telvent Canada, which provides IT systems for critical infrastructure, the report said.

China?s Foreign Ministry dismissed the report Tuesday as ?groundless,? and the Defence Ministry denied any involvement in hacking attacks.

But David Skillicorn, a computing professor and cyber-hacking expert at Queen?s University, said the evidence contained in the report was ?damning.?

?It can?t be anything but Chinese government-sponsored,? he said. ?This is a huge pile of evidence.?

Particularly worrisome, Skillicorn said, is that the Chinese hackers may not just be setting their sights on stealing companies? secrets but could be looking to target critical infrastructure as well, which could have ?disastrous? consequences.

Last September, Telvent Canada, which creates software to help monitor energy-related infrastructure, including power grids and oil and gas pipelines, notified its customers about a security breach.

The computer security blog KrebsOnSecurity.com reported at the time that the breach spanned operations in the U.S., Canada and Spain, and that a Chinese hacking group was likely to blame.

The Mandiant report said Tuesday that its analysts linked the attack to APT1 ?based on the tools and infrastructure that the hackers used to exploit and gain access to the system.?

Martin Hanna, a spokesman for Schneider Electric, which owns Telvent, said in an email that the company has been working with its customers and is also actively working with law enforcement and security specialists.

APT1, which is also known in the security community as ?Comment Crew,? has been responsible for stealing hundreds of terabytes of data since 2006 from at least 141 organizations spanning 20 industries ? including information technology, aerospace, public administration, satellite and telecommunications, scientific research and energy, the Mandiant report said.

Targeting mostly English-speaking countries, this group of hackers has been able to access organizations? technology blueprints, proprietary manufacturing processes, test results, business plans, pricing documents, partnership agreements, and emails and contact lists, the report said.

Mandiant said it traced APT1?s activities to four networks in Shanghai, two of which serve the Pudong New Area, which is also where the Chinese army?s Unit 61398 is located.

Unit 61398 is staffed by hundreds, perhaps thousands of people Its personnel are trained in computer security and computer network operations and are required to be proficient in English, Mandiant said.

?The nature of APT1?s targeted victims and the group?s infrastructure and tactics align with the mission and infrastructure of PLA Unit 61398,? the report concluded.

Joe Stewart, director of malware research for Dell SecureWorks, said in an interview Tuesday that though he was hesitant to draw a direct link between APT1 and the Chinese government, the proof offered by Mandiant was pretty convincing.

The security community has been discussing a ?Shanghai nexus? for Chinese-based attacks as far back as 2011, he said.

Stewart said though the Chinese hackers have launched attacks on energy infrastructure companies, it remains unclear whether they intend to do any harm to physical infrastructure.

Still, the ongoing attacks should serve as a wake-up call to organizations to protect themselves. While some companies have heeded the warnings, others don?t seem to want to admit their vulnerabilities and are ?just burying it internally,? he said.

U.S. President Barack Obama addressed cyber-security during his state of the union address last week.

?We know foreign countries and companies swipe our corporate secrets,??Obama said. ?Now our enemies are also seeking the ability to sabotage our power grid, our financial institutions, and our air traffic control systems.? We cannot look back years from now and wonder why we did nothing in the face of real threats to our security and our economy.?

Skillicorn, the Queen?s professor, said he doesn?t think the Canadian government has addressed the cyber-security problem sufficiently and currently lacks a clear lead agency on the matter. He suggested that Communications Security Establishment Canada could fulfil that role.

Julie Carmichael, a spokeswoman for Public Safety Minister Vic Toews, said Public Safety Canada is the lead on cyber security.

?Our government takes cyber security seriously and operates on the advice of security experts,? she said in an email. ?Our government recently made significant investments ($245 million) in a Cyber Security Strategy designed to defend against electronic threats, hacking and cyber espionage,??Carmichael said.

Thanks I do everything on the ipad these days...this is a mix of JamUp Pro XT, Beatmaker2 (piano, drums...custom mapped kit) GarageBand mobile (beginning piano melody and bass) imported GB tracks to BM2...laid down drum tracks...Audiobus with JamUp in BM2 (beta version...not released to public yet). Then exported everything to Cubasis for a quick mix. Then exported to a desktop DAW for .mp3 conversion. Monitored through a mix of headphones (for late night recording) and a pair of powered studio monitors for initial mix (with various tests on different sound systems to get a feel for all around sound). It's quite the process but no worse than doing it on a desktop...in some ways, a lot more intuitive.

NY TV anchor accused of choking wife at Conn. home

DARIEN, Conn. (AP) ? A New York television news anchor fought with his wife and then choked her at their home and threatened her even after he was arrested, police said.

Officers received a call early Sunday morning from WCBS-TV anchor Rob Morrison's mother-in-law about what was going on at the couple's home in Darien, police said. Morrison had been belligerent toward his wife, CBS financial news anchor Ashley Morrison, throughout the night and ended up with his hands wrapped around her neck, leaving red marks, they said.

The arresting officers said they heard Rob Morrison threaten to do his wife more harm while they were processing him. They said his wife didn't seek medical attention.

A police mug shot of Morrison shows him with what appear to be a bloody cut on the bridge of his nose and a nasty bruise on his swollen bottom lip.

Morrison, who posted $100,000 bond, was due in court Tuesday. He faced charges of strangulation, threatening and disorderly conduct.

The couple's attorney said in a statement Monday they are cooperating fully with authorities in this "unfortunate incident."

"The Morrisons are confident that a full review of this matter will show that the allegations have been greatly exaggerated," attorney Robert Skovgaard said in the statement.

Rob Morrison, who has been a combat correspondent and was a reporter and anchor for WNBC-TV, anchors WCBS-TV's news programs "This Morning" and "News at Noon." Ashley Morrison worked for Bloomberg Television before joining "CBS MoneyWatch." The couple has a young son.
